Helen Miller-Bakewell is Head of Development and Impact at the Office for Statistics Regulation (OSR). OSR provides independent regulation of all official statistics produced in the UK and aims to enhance public confidence in the trustworthiness, quality and value of statistics produced by government.

Helen has oversight of OSR’s research and innovation work, leading the Research function, the Policy and Standards function and the Data and Methods function, and she oversees OSR’s partnership working – including its partnership with PEDRI. Helen leads OSR’s work to make greater data available in a secure way for research and statistics: as part of this OSR champions public involvement and engagement on questions relating to the collection and use of data and statistics, so that public bodies understand concerns and ensure that departmental perceptions of the risk of data sharing are grounded in that of the public they serve.

Helen joined the Government Statistical Service, in 2013. She worked as a producer of statistics in three government departments before joining OSR. Before this, Helen worked in academia, within the field of zoology.
